The Management Commission for the Urban Development of Zorrotzaurre is made up of five property owners who are working in the development of the area: three public bodies (Bilbao City Council, the Basque Government - through the Department of Housing and Social Affairs and the publicly-owned company Visesa - and the Port Authority of Bilbao) and two private companies (Sociedad Promotora Inmobiliaria Margen Derecha S.A. and Vicinay Cadenas S.A.)
